Friends Of Daley Ranch Board Meeting Minutes
- August 12, 2004 The meeting began at 7:00 pm. at the Escondido Train
Depot in Grape Day Park. Attendance - Board Members: Jerry Harmon,
Carol Stanford, Irene OıNeill, Rick Paul and Sally Thomas. Guests: Don
Piller, Tony Smock, Duane Boney, and Fred Woods
The July 8, 2004
minutes were approved as e-mailed.
The Treasurerıs Report stated a balance of
$12,436.72. Reimbursement of $83.01 was approved for copying.
Board vacancy: David Butler retired from the Board in May. His
enthusiasm, leadership and creativity as Recreation Chair will be
missed. Jerry Harmon moved and Irene seconded the nomination of Fred
Woods to the Board. Jerry introduced Fred as a long-time supporter of
Daley with extensive experience in ecology and environmental issues in
Escondido. The Board unanimously approved the nomination and Fred
accepted!
Web site: Don Piller presented a new layout for the FODR
web site. The Board accepted Donıs suggestion that he notify Board
Members when the revisions are posted, before the end of August. If
anything needs to be changed, members will notify Don by email before
the end of that day.
City report: New regulations make Conservation
Corps too expensive to use, so the need for volunteers is urgent. Tony
estimates the last dirt removal for Cabaillo will take a crew of ten
about 12 hours. Vandalism of trail posts continues, and the Cougar Pass
kiosk was pulled down. Rangers are keeping up on repairs. A new kiosk
display at the Ranch House will feature Native American information and
a history of the Daley family. Tony reported for Barbara that there is
no new information on the Cityıs MHCP process, the Merkel Report, nor
the MHCP Management Plan. Duane displayed an ariel photo of the Ranch
and showed where the first transect has been set up. Data collection
will begin August 22, with two more dates scheduled for October. The
Rangers are having a party for all volunteers at the Ranch
House September 11.
CRN - Rick Paul reported on the July 31
meeting about Transnet. About 65% of the groups attending opposed
the proposed ballot measure. CRN Executive Board has asked members to
consider whether CRN members should support the measure. Rick will
re-mail the summary information and additional perspectives. FODR Board
members will then e-mail vote their preference (call for a CRN vote or
remain neutral) to Rick by Tuesday, August 17. Rick will attend the
August 19th CRN Board meeting to report our preference. If CRN calls
for members to support the measure FODR will have a special meeting in
September to consider the ballot measure itself, if necessary.
CEO
- Jerry reported that Barbara informed CEO of illegal grading on
a property adjacent to the south end of the Ranch. The property owner
was willing to mitigate the damage, and is having it surveyed. Sal will
e-mail Barbara to ask about the form of mitigation City accepted:
CC&Rs in deed, conservation easement, or any other written
agreement from the owner. Jerry requested Tony or Duane to ground truth
that grading stopped. Jerry also reported that he informed CEO of our
collaboration with the City to help with the Stanley Peak
acquisition.
NCOSC - Carol reported on how NCOSC is beginning to
take shape and what kind of actions and trainings they have organized.
She will draft a one-pager to take to them for support of the
acquisition.
Stanley Peak Acquisition contacts: Rick Paul reported
that Mr Sylvester is willing to sell the property as mitigation land.
Rick will contact Mr Sylvester again soon to inquire for permission to
enter the property (James Dillane, Tracking Team and potential donors
will need access). Jerry reported meeting with the representative of
Sager. No word has come back, but, at the next opportunity, Jerry also
will request permission to enter. Sal reported meeting with leaders
of the Bernardo Mtn (Craig Adams), Eagle Peak (Rob Hutsel), and
Hellhole Canyon (Rick Landavazo) campaigns. Their suggestions were
compiled into a draft action plan. FODR Board and all interested
members will discuss the action plan more fully at the September Board
meeting .
Grape Day Festival: Extra attractions and the rap will be
discussed at the September meeting. Parade participants will be Don,
Irene, and Carol; Jerry, Sal and Fred will set up the booth. Booth
hours will be scheduled at the September meeting. Jerry suggested
inviting Friends of Hellhole Canyon to share our space. Sal will follow
up.
Newsletter: Articles deadline August 25; printing and mailing
targeted August 30. Sal will meet with Tony and City staff to discuss
collaborating on the newsletter.
